I just saw posted the same problem I am having with my 52 RCA HDTV Model D56W20BYX1 where the green lights comes on then blinks then goes off. The TV never comes on, I saw where you said you could e mail a copy of the service manuel Can I please get a copy of it.

Three blinks - B+ over voltage protection (OVP), unit goes to the standby mode then displays the 3 blink fault. This is also a problem in the power supply circuit, check T603 and R672. check the components as given above and if necessary replace the components to solve the issue. This will help. Liz, yes it is a power supply problem, better question is; low voltage or high voltage power supply ? count the blink code, it should repeat the code, once you have the code call your local tv shops and give them the model number of your tv and the blink amount and they`ll tell you price to fix, gl, video-tek
You need a flyback, please respond to this same post with your model number of your RCA and I will post a link where you can get a new replacement with free tech support so you can easially install it yourself.
