TV does not have a picture. I'm assumming it is the bulb. Where can I purchase a new one?

Not likely, this TV (Toshiba 52HL167, http://www.amazon.com/Toshiba-REGZA-52HL167-52-Inch-1080p/dp/B000MY08GA) uses CCFL (Cold Cathode Fluorescent Lamp) for backlghts, most failures are due to bad power supply, bad DC filter caps, bad Backlights inverter board.
It will require in-depth troubleshooting.

Or www.digikey.com, just make sure to use caps with low ESR, 105c, high ripple current and long life rating such as PANASONIC FM or FC series.

You might need a new bulb, the bulbs get dim as there life diminishes. Replace the bulb to get a bright picture. Do not use cheap bulbs, an OEM bulb for that tv should be $60+. . Cheap clone bulbs will work but will fail a lot sooner

TV turns on, hear sound but no picture. Bulb isn't coming on. TV goes off after about 2-3 minutes. Bulb was just replaced 5 months ago.

If you have a projection TV, you have likely lost a bulb. Don't worry, it happens from time to time and it's really easy to fix. Just Google the model number of your TV and projection bulb. Sometimes they come as just the bulb or the entire assembly. Purchase the whole assembly if you don't feel comfortable taking things apart. In the back of the TV there is likely a small door that opens (Possibly with a screwdriver), the old assembly will slide out and you just have to replace it with a new one. A bulb can run anywhere from $50 to $120 but it's inevitable that they will burn out like any other bulb. At least they are easy to replace.
It's also possible that the sound was a capacitor blowing. This happens more frequently in the summer because there are electrical power fluctuations due to Air Conditioning. You can search Youtube for "Capacitor Explosion" or "Blown Capacitor" to compare the sound. If that's the case it will need a repair.
If you know someone who can operate a soldering iron it should be an easy fix. There will be a very obvious blown capacitor on the main board of the TV and it will just need to be swapped with another one. If you're not paying for labor this is going to cost you less than $5 in parts. Google "Badcaps" for instructions on replacement.

If the TV's are noted for bad caps, and the description of the error makes that possible, the only fix is to remove all bad capacitors from the boards and replace them with new ones.The bad ones are easy to spot because they usually are either bulged at the top or have goop running out of them, or both.

Your model doesnt have a bulb since its a rear projection TV . It has three picture tubes, However loss of video with audio still working is usually caused by a vertical output failure.
