Could it be a blown fuse in my brand new car the reason power outlets are non operational

Take the body cover off and locate the regular glass fuse near the control panel wiring and make sure the fuse is good. A blown circuit breaker is the first clue that the fuse could have also blown.

I have rescued tons of microwaves for the lack of a 50 cent fuse.

try honda wreckers do a bit of phoning around wreckers businesses. I would expect it to not be a replacement part brand new but check with a honda dealer as well.

Kathryn, Not familiar with Honda hrv, did you mean CRV. There will be a small trim door to remove, lower dash by drivers left knee to access interior fuse panel.

check for power @ the non working fan, if no power, check for blown fuse, if there's power then motor is bad.

To start with, there is no way that your problem could be CAUSED by a fuse. Fuses DO NOT cause electrical failures. Electrical failures cause blown fuses.
