Car starts sometimes-checked neutral safety switch, starter solinoid, all good. Relay checks good. Cover to distribution box is missing. Where can i find one on line to use as a guide. Any suggestions as to what else i need to check.

i have the same problem i took panel off of passnger side and hear clicking noise too my dad seems to think the motor is locked

There's only 2 more things that I can think of, check the fuse for the ignition, then the computor itself, you did everything else.It might be the problem and may not.

try having someone turn the key to the start position while you tap on the starter it may be jammed or you might check for misallignment of the starter and make sure it is wired right.

Try shifting the shifter when this happens to see if it is related to the PRNDL in the transmission; you of course will have to have the key in on possition to attempt this. If this doesn't work, you will need to take it to a quaified mechanic since there are serveral test that will be needed to be find this issue, but let me assure you that the security light comes on and blinks often when starting the vehicle.

Well, not necessarily need a professional if you have some basic maintenance experience.
If you look at the engine compartment from the front of the car, the switch is located at right side, very close to the radiator, close to the bottom of the car. You will see the shifting cable as well as an electronic connector on it. You can try if you shift, the cable will rotate the arm on the switch.
According to my experience, it's not easy for the switch to go bad, it may just need some alignment so the switch angle is zeroed in wrt the contact points. There is a line on the switch for alignment purpose.
To replace it is not difficult at all, once you located it, you will see. You can get a used one at junk yard, I believe it will be much much cheaper.

Check the battery wire to starter with a volt meter is there 12 volts? if so check neutral safety switch. Place trans in neutral will engine start now?
