Bypass the starter relay and crank while the key is in the on position. This is to force the ecu to communicate. After doing that and making sure the check engine is on you can do the 30 minute key program procedure. Make sure the battery always stays above 12 volts
Most models can be done by onstar, or with your key fob or key in the drivers door. Check your owners manual if you have one.

anti theft system is on and car want start97deville how do you reset
SOURCE: how do u disable a
U can bypass it (called the VATS system) but not fully disable it, what is done mimics the key code to fool the VATS module into sending a OK to start signal to the fuel injection computer (called the ECM). go to the web link below for instructions on the bypass.

i just had this same problem with my caddillac..my temp, gas gauge would stop working..anti theft system on the msg board..ac would stop cooling and key stuck in the ignition..your key is faulty and is not communicating properly with your responder..you ought to get your self a new key and programed cuase if you keep using it like that you can burn the responder and the car will lock it self and stop turing on ..i learned the hard way if your key still works go get a new one before it stops working.. in the mean while under the steering wheel there are two small openings one bigger than the other the smallest one and the first one is the emergency release for your key..with a small flat key stick the key up the opening horizontly and push in you will a feel a small bending when that happens try to play around with the ignition switch like if you be taking your key off normaly and that should release your key but that is just a tempory fix..get a new key
SOURCE: theft system locked
To get the key out; look under the steering wheel for a plastic flat head screw. untwist it and then push the spring in and your key will be free. Then, go to your fuse box and remove the main fuses and you will hear the doors unlock when the system reset itself. Plug them back in and start your car. This just happened to me... seems the only things that were working were the navigation screen, headlights, fog lights, and reading light on the inside. Dash board was all dark except the engine light.

You may have a failed ignition lock cylinder The wires that are attached to the lock cylinder are probably broke therefore the resistor value of the key pelet is not getting to the theft system module there fore without tha signal the car will not start. to repair the car will need a new lock cylinder and at least one new key
