Following a leak of petrol in air filter and exhaust and checking float bowl, now cannot pull the cord to start it. Checked blade it was going round but not now. Cleaned debris. Could it be linkages?

Try removing the spark plug first then pull the cord while spark plug is out. The cylinder may be full of petrol, preventing it from moving. Once the cylinder is free of liquid, you can reinsert the spark plug and try again to start it.

If I have fuel in the cylinders post fuel in my filter and exhaust caused by sticking float, will this prevent me from pulling the cord?

you are absolutely right on target. This is called 'hydro-locking, In fact many engines have been destroyed when a leaking fuel injector ,overnight, even partially fills a cylinder that is on compression stroke. With the higher cranking speeds today, It usually bends the connecting rod when the engine rotates 1/4 revolution s or more and 'hits' the in-compressible liquid. In your case, simply remove the spark plug, and pull the rope a few times to blow out the gasoline and then add a teaspoon of oil in the cylinder, pull the rope a few times to re-lubricate the cylinder. When there is no liquid coming out, reinstall the spark plug and it should be good to go. With carburetors, even a tiny speck of leaf or grass can cause the float valve to leak.

Chokes up

You may need a new needle in your carb. or you can take your bowl out and clean it. It could be your bowl float is damaged very unlikely but I have seen it happen. My guess you need a new needle and seat.

Gun leaking when i use my simoniz 1900 pressure washer

The simoniz 1900 gun is very poorly designed. It is held together by a dozen small screws. First open the gun by taking all the small screws out. No worries, it is much more simpler and worse constructed than a 5-year-old toy gun. After opening the gun, you will see there are only two parts inside. One at the front connecting to the wand, and one at the back connecting to the hose. The trigger is looped over the joint part. Make sure the back part is firmly fitted into the slot properly, otherwise it leaks. And be careful don't lose the spring, because there is no object to hold it in place. Now all you need to do is to put all one dozen small screws back in. Don't over tight the screws, otherwise they will punch through the plastic cover. Now your simoniz 1900 gun is fixed but it leaves you wonder which 10-year-old designed it?

Does anyone have a answer as to why all of a sudden theres no water and presure coming out of my jet washer

If there is no water from you power washer it is because the is no water going in. Check fitting is connected properly. When you pull the trigger and the machine is not running you should get water coming out of the nozzle That shows that water from the tap is passing through the machine. As to no pressure that will be a fault in the regulator valve that is not reacting to the trigger setting and allowing the pump to build up pressure. It is still reading as if you haven't pulled the trigger

Where is the oil plug on this model lawn mower

My guess is there isn't one. To change the oil you must remove the oil cap/dipstick and actually tilt the machine on its side, and pour the used oil into a proper receptacle.
