You could take the governor completely out or disconnect it from your carburetor. This will allow the engine to reach higher RPM's.
At full throttle does it sound like the rpms are up enough? There is a good chance that the govener is not set properly.
I don't know if we are talking about the same govener, according to the manuals that I have the only thing that is described is the throttle control which is different from the govener. The govener shaft comes out of the motor under the gas tank, the shaft is then connected to a long arm that is going to have a linkage that then connects to carb. If you look under the gas tank you will see there is a nut that holds long arm to the govener shaft, this is what I am talking about that needs to be adjusted. Have you done this already?

I have adjusted the governor as is described in the manual and still no change, the engine seems to be running sweetly and the rpms are good at idle, just when the go-kart is going it gets to a certain speed and seems like it has no more, even though i know for a fact these engines should be running the karts faster. i am flummoxed!
