I have a gx270 9.0 hp honda engine attached to a pacer go-kart. the engine is starting and running fine but the go-kart runs considerably slower than the other karts i have, i have changed carb, spark plug, air filter, all brand new and no change.

I don't know if we are talking about the same govener, according to the manuals that I have the only thing that is described is the throttle control which is different from the govener. The govener shaft comes out of the motor under the gas tank, the shaft is then connected to a long arm that is going to have a linkage that then connects to carb. If you look under the gas tank you will see there is a nut that holds long arm to the govener shaft, this is what I am talking about that needs to be adjusted. Have you done this already?
