I have a new hoover steamvac spin scrub. This was the third time I used it in the past ten days. I changed the water and added cleaning solution and when I turned it on it made a weird sound and died. It will not turn on at all. I tried another outlet and still nothing. It had a faint hint of a burning smell at first. Could it have overheated? I had been using it for about two hours.

It sounds as if this machine has a defective motor. Usually a bad motor will fail quickly. You should have a 1 year warranty, so I suggest looking on Hoover's website for an authorized service center.

The brushes are turning by an air driven turbine. The turbine has a
pivot bushing made of steel inside of it that gets rusty because of the
water that is running through it. The turbine gear will have to be
replaced.
You can access the turbine gear by removing the hood. You can find a
genuine hoover replacement part by following the link
below. Just find the model number of your Steamvac.
There is a filter on the front right hand side of my F5871-900 Hoover. If you remove the plastic covering and clean that filter (wet finger may do), you're Hoover will begin spinning again!

Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.
