The electromagnetic spectrum is a continuum of all electromagnetic waves arranged according to frequency and wavelength. The sun, earth, and other bodies radiate electromagnetic energy of varying wavelengths. Electromagnetic energy passes through space at the speed of light in the form of sinusoidal waves. The wavelength is the distance from wavecrest to wavecrest.

Documentary evidence in the form of duly signed declarations of conformity

You need to get that from the manufacturer. Testing is very expensive and if it is not available they did not intend for that unit to be used in that country. That paperwork is normally included with every unit.

How hard is it to change out the main circuit board on a spectrum 375 plasma cutter? What is the cost of the board?

The replacement of a board is no TOO hard, just DRAW a Diagram of ALL connections when you take the "Old" one out. NEVER work on the machine live Duh, also always wait a bit to allow capacitors to discharge, or use a shorting stick, if in a hurry. Anyhow, make sure you keep all fixtures together note down all connections and label them with little stickers, With any other information on the stickers as need be. I always do this as one never remembers whats what after a bit, anyway. Just be methodical, and you will prevail.
