There are several possible causes for "memory card locked/protected", "memory card error", or "no memory card". Some include trying to use of a 4GB SDHC card with an older camera made before SDHC format came out. Others include problems with the tiny slide switch on the side of the card, or the electrical contact switch internal to the camera. The problem may also arise from simple formatting problems if the card has never been formatted in the camera (note that this will also erase the card). There is a problem with the flowmeter, it is located under the drain tray with 3 electrical connectors to it. The flashing means it cannot read the magnet on the wheel. You might have to replace the flowmeter. First try programming a button on the side that is not working, if it does not hold the program then it is the flowmeter.

You must connect your card to the pc.
scan it for possible viruses or hidden files.
If possible, try to reformat it.
Check if the card still says 'Card Full' then you need a new one.

Whenever i turn on the cam, it says that the memory is locked

SD type cards have a little switch on the card that can write protect or "lock" it. Take the card out of the camera and check this switch. To unlock it, it should be moved towards the edge of the card which has the electrical contacts.

There is also a software protection feature on some cameras, but this is used to protect a folder or individual picture from accidental deletion, not the whole memory. You set or release this protection from the camera menus.
