Phone off hook means to say that the printer is connected to a fax line and the fax line is in use. That message won't disappear until you disconnect the phone cable on the printer or no one is using the line for fax.

Go to menu option and choose the option fax and set the parameter like auto receive or manual set the ring auto answer mode after certain ring. If it is in auto receiving mode it will receive the fax after the ring which you set. When I fax it says phone off hook. I get a message stating no answer.

Try dialing the FAX-number with your cell-phone.
Do you hear the "ring", or does the telephone-company give you a "busy" signal ?

Some FAX machines are "busy" -- receiving many FAXES from multiple customers -- reprogram your FAX machine to "retry" a few times.

Or, when a receiving FAX runs out of paper, it sometimes refuses to accept "new" faxes.

I have a HP 6210, it is not hooked up to computer. I only want to use it to receive and send faxes but its not working

The following link will take you to your user manual on the HP.com web site. Go to fax setup (chapter 10) then "Choose the right fax setup for your home or office". It shows several scenarios to setup your fax. Hopefully you can find what you need. GOOD LUCK!

Phone Line Requirements for HP 6210 All-In-One Fax

If you do that I believe what will happen is that the Fax machine will answer your phone, unless you can set it to not answer until after so many rings, and you answer it first, beofere that number of rings. You will have to installor program  the software for the fax part of your printer .
