I recently rebuilt a weber silver I purchased at the Salvation Army store. I used a generic regulator from Westlake. With two burners on medium the temperature is off the charts high. To bake ribs I have to use only one burner and prop the lid open (still about 300 degrees). Do I need specific regulator for this grill?

That's not good. Keep it outside and treat it with Diatomaceous Earth. It's a natural powder and it works! You can buy it online. If not interested in that option, take it back to the S.A. They should understand and refund your money.
This is very common with faulty regulators. The regulator is located on the hose (it is a metal silver disc located at the end of the hose where the hose attaches to the propane tank.)
To replace the hose and regulator, you need to detach the hose from the grill. Your local grill store should have replacement hose and regulators.
Sounds to me like the new burner that was put on, has the wrong gas orifice in it. Possibly a nat gas orifice instead of a propane orifice. If it's a propane grill, take it to your local propane co and have them look at it. Also, sometimes just a spiderweb or dirt dobber nest in the burner's venturi tube can cause that kind of problem. Blow it out with an air compressor and see if that's the problem.
The new style
OPD valves have a small brass ring located in the female
fitting on the LP tank. Over time this ring can work loose and then it
does not allow the male fitting to fully depress the OPD valve thus
reducing your gas flow
Using a small flat bladed screw driver tighten the small brass ring This
should solve your problem IF not you might want to remove the cap
(white) on your regulator and try slowly adjusting the regulator, make
small adjustments and try the BBQ My Weber if I set the front and back
burners to MED I get right at 350 degrees in 60 degree outdoor temps.
Adjusting the regulator will take some time to get it right but If it is
not your tank it is most likely your regulator out of adjustment
This problem sounds like the internal vent in the regulator has clogged up and will not change state to let the valve inside open. You can purchase the regulator from most hardware chain stores or directly from the manufacturer.
