Are they dual layer disks? Does your burner support dual layer?
Have you checked for a driver update?

I have had issues with blank CDs, some brands of CDs are vista 'incompatible' believe it or not. I had issues with HP disks and also with LG disks. When I called the Toshiba help desk they told me to use a different brand. That did work. CDs burned with magic ISO or some other burner software on my vista computer could not be read on my vista computer but worked fine on my XP computer. Both PCs usse the same CD drive and both computers are from Toshiba. So guess what the real problem is....yes VISTA... aproduct that should be declared illegal with a complete refund for all MS customers. Instead MS is offering a downgrade option from Vista to XP for about $50...so you can mess up big time and still make money by fixing a problem that you have created.

Blank cd's are not recognized by the Dell Inspiron cd burner

I would first try removing the device in the control panel, system, device manager and then reinstalling the driver. There may be a problem caused by a windows update. In general CD drives rarely go bad. If the CD works say for a music CD then it should work for blank cd. You may also want to check the CD type. If you accidentally used a DVD, that won't work and in some of the older CD drives, they may not handle every type of CD format.

Target drive is not working

Hi,
on blank cd's or dvd is nothing to read, With burner software like Nero you can write data or music or other content (burning it) on the cd/dvd. Does this answer your question?

Recognizes DVD but doesn't recognize CD or CD-RW

Need more info about your problem to answer the question. What does "recognize" mean. Will it play a DVD or recognize a recordable, blank DVD? When you say "recognize" what software is recognizing, the OS or a burner software like Nero?

Hp 740e not reading blank dvd discs

Don't wanna sound like a Doomsayer but I think it has burned its last burn...

Try to clean it first, if it still doesn't work, then it is time for a new one.

Had a similar experience and we found out that the drive had conked out.

Sorry no solution, but why burn with mediaplayer/realplayer? you get better results with nero, or other burn dedicated software. Hope you work it out
