Install 4 port USB hub

plug the cable that came with the hub into the computer, plug the other end into the hub (probably a usb mini port). Now plug in any devices into the hub.

Im running win7, and it does not recognize this device which is a usb hub 4 port

A lot of times it won't recognize these devices until you plug something into them. Have you tried plugging in a flash drive, printer, etc to see if it's recognizing it but not showing it?

What is this unit used for? do not understand why I should use it

It is like a power strip. If you only have one USB socket and you need to attach multiple USB devices, this is what you would use.

Can this be used with my home computer to rum my fax machine and web cam

This is a straight forward USB hub, allowing you to expand a sing USB port to four
USB ports. anything you normally connect to a USB port on your PC can be connected through this. The only thing to remember is that the USB port on the PC is designed to provide 500mA of current, and if you use a USB hub then the total current of all devices connected is still 500mA. If you require more power then you can buy powered USB hubs.

I plug in the 4 port usb targus and it doesnt respond

sometimes you have to plug a usb into these to get them to respond if this does not work try plugging it into another USB port. If this does not work than look at the wires they may have come unattached
