In your monitor settings you should have a default settings selection button you can Select and it will or should set your monitor to default . If it doesn't work , you have a problem with the monitor itself .

Compaq fs740 text too faint and fuzzy to read well

Firstly you need to switch to the monitor's optimal resolution of 1024x768 @ 85Hz and before anyone posts anything about resolution 1024x768 @ 85Hz is the optimum not the maximum. To change to this resolution: Assuming you are using Windows XP click with the right mouse button an an empty part of the desktop and select Properties (or click Start, then click Control Panel then click Display), on the Settings tab, under Screen resolution, drag the slider bar until it says 1024x768 and then click Apply. Also in Display settings you'll find an advanced button, in the advanced panel you'll see the option to adjust the refresh rate, try adjusting this to 85Hz. Now press the Menu Button on the front of the monitor and press + of - until you see an option called "Degauss" and press the select button on the front of the monitor, your screen will do a disturbing jump and flicker accompanied by a metallic thud, this is normal. If this doesn't help message back.

My monitor compaq FS740 is out of focus

Focus adjustment on a CRT monitor is a simple thing to do, although you need to open the case and there are HIGH VOLTAGES inside.

The adjustment is actually on the high voltage (flyback) transformer. There are two screwdriver adjustments, the one you want is labelled Focus (of course). Do NOT adjust the other one, you may destroy your monitor and injure yourself.

This MUST be done with a plastic adjusting screwdriver, NOT with a metal one. This transformer produces in the range of 25,000 volts, from the high tension lead on the top which plugs into the back of the picture tube. This lead still has very high voltage present, days after turning off the monitor.

If you don't feel competent to do this, that's fine, take it to a technician who is comfortable with it.

You have been WARNED of the dangers.

It's also possible that the lack of focus is a symptom of something more drastic being wrong, in which case you would probably think about buying an LCD screen.
