I also have this problem with the same GE Profile series. The shelf sits above the "quick freeze" drawer. It's very annoying and I am looking for a way to fix it.
these unit have a problem with the water line freezing inside the freezer door. ge makes a tape style heater that goes inside the dispenser area to give just enough heat to keep it from freezing the water line. you can try to change the freezer settings, warmer, clean the coils at the back of the unit and leave the freezer door open for 20-30 minute to allow the door to warm up and that will be a temporary fix to allow water to flow until you can get the heater kit.
How old is this frig? If it is older that 12-15 years, get a new one. Make sure there is not blockage to keep the air from circulating properly. The vent from the freezer to the cooler should also be free from blockage as well.
