SOURCE: Fuji finepix S700 Built in flash not working
It is a common problem. Your flash probably does not pop all the way up. I fixed mine by gluing a spring I made under the flash. The spring is about 3/4 round x 1/2 high with about 1 1/2 turn. It took me a while to get the spring tension right.

The S700 does NOT have a manual release for the flash to pop up, but it DOES have a spring already. DO NOT try to force it! Set the flash to "FORCE", leave your lens cap on and waste a shot to allow the flash hood to pop up. Reset your flash to the desired setting and now the flash is already open and ready for use without the delay and the startling effect it has when your concentrating on framing your shot. As for the other problem of no flash in any setting: Check your menus to see if you have the flash totally disabled, check your batteries, does the "charge indicating light" come on at all between shots? In RARE cases, the actual bulb that flashes may be burned out, or a component in the flash circuit itself,such as the capacitor, may have gone bad. Did the flash ever work? If under warranty, return for repair or replacement. There are NO user serviceable parts in these tiny cameras
