That blue problem is from bios setting if you are using win 7 then
1 on pc and with in 2 sec press f2 till bios setting not open then make bios default with default option if not solved then email me

During the boot process, a blue bar with www.dell.com appears at the top of the screen.
If you do not press in time, let the computer finish starting, and then restart the computer again.
NOTICE: If you do not want to proceed with PC Restore, click Reboot in the following step.
The restore process takes approximately 6-10 minutes to complete.
The computer restarts. Because the computer is
restored to its original operating state, the screens that appear, such
as the End User License Agreement, are the same ones that appeared the
first time the computer was turned on.
The System Restore screen appears and the computer restarts.
After the computer restarts, click OK.

What operating system are you using? You may be able to make a boot disk if it is XP. It is a little more complicated with Vista. I bought a $5 product on E-Bay called PC Professor which will boot your system from CD. If you can boot from Floppy, you may not be able to see your Hard Drive due to NTFS file system. See if you can boot from floppy and write me back.
Have you inserted a recovery disc? Please explain how you got to the 'blue screen' I assume this is the BIOS screen - can you confirm? I'm happy to help but need more info. Please respond with a comment here.
