You may have a virus, Try an make a boot disk CD from another computer and try and boot from that.
Try all the normal stuff be sure the monitor is turned on, check the cable in the rear of the computer be sure it is plugged in good. Check the contrast be sure it is not down all the way. Hook it up to another computer or unplug it from the computer it should have a no signal notice showing.
Try and access the BIOS or the setup of the computer. Try and press DEL. Or F1 or F2 as it starts to boot. Be sure the Hard drive is detected there go and save all defaults. the reboot. Try safe mode press F8 as it boots press it like you want to get the computers attn. F8, F8, F8, F8,. Try getting into the safe mode run an antivirus if you have one. I verified the monitor was working as expected with another computer.
It is as if the computer never gets far enough to start the boot process from ROM.
