I have the exact same printer and had to replace the print head. This dell 720 is a discontnued model and may or maynot be worth the $35 fix. the issue is the print head gets clogged up prematurely in these 720 series dell paperwights.
the best course of action:
1. purchase priont head
2. or buy a new printer
You can try print head cleaning kit but you may be wasting you time and money on the ket because it does not work 100 percent of the time.

I know it sounds silly, but never underestimate the obvious.
Did you remove the plastic protectors from the cartridges?
Another solution maybe to return the cartridges to the store for an exchange. It has only happened once to me, but I exchanged the cartridge for another "new" one and it worked fine.
You have need to take it to have the heads cleaned by your local electronics store. The print heads may be clogged. I had a printer do this to me before and that was the problem
What operating system are you running on your dell 1521 laptop? What drivers are supported on your Dell 720 printer?
If you are running Windows Vista on your laptop and there are only drivers for your printer up until Windows XP and nothing is on Dell's website for your printer in terms of drivers, then you can only try to run Windows Vista in Compatibility Mode.
If this doesn't work, then you'll need to get a new printer.
it may not really be the lever it may just need some lube. if you use some vasline and rub it on the bar and then move the printer head up and down put more vasline until the head moves slwly then try printing this may work.
