I have a tascam 414 portastudio that i dug out of the closet. all the knobs or pods need to be deoxitized. my main problem though is it slows down and speeds up on playback. how can i fix

monitors are usually controlled by a button or switch labeled 'monitor' or 'control room.' The channel is also controlled by a level knob or slider. Make sure you don't just have your levels too low. Turn down the mains while your testing for monitor to be sure.
If your mics are XLR (a hole on the bottom of the mic with three pins visible in it) you will need one of these for each mic, plugged into one of the four channels on the tascam that has an XLR connection (which will be the female version of the connection on the bottom of your mic). If your mics have a 1/4-inch connection, you can use the 1/4-inch connection on any channel on the tascam. For the stereo connection, you will need one of these of sufficient length to convert the RCA output from your stereo to the 1/4-inch input on your Tascam. Find "Tape Out" or "AUX Out" on your stereo and plug in the RCA side of the cable there (note which color you use for R and L). Use the 1/4" end of the cable to connect to two available channels on your mixer. Use the Pan knob to pan the left channel to the left and the right channel to the right, and voila! The usual setup would be to use the main outs to your Tascam as the master faders control the levels there. The control room outs are more geared towards monitoring and are tied to the headphone outs level control.
Depending on the voltage that your laptop uses, if that voltage exceeds the Tascam required voltage you might have burned out the Tascam power board. Not good. I know you don't want to replace the entire unit. Try contacting Tascam directly they might give your an alternative in just replacing the power assembly.

Do you have signal levels on the meters at stereo/ main out ?
If yes then make sure master fader is at adequate level then check to see if there's a headhone on/ off switch or a headhone volume level knob, if so then adjust ( be careful not to have the master fader at a high level when you turn on the headphones, it hurts )
If you don't have signal on the stereo/ main out meters or you do and the above steps didn't work then we'll take it from there.
