Nearly all CD burning/ripping software can use this or another online CD database, like CDDB for example. You have to turn on this functionality.
It will work for most popular CDs, but some rare or obscure artists still will not be found, and you'll have to be writing the track list one by one.

To Determine CD recording problem: Track1 records and plays back O.K. Upon completing track2, display window flashes continously "Now PMA" (Updating disc contents) NO playback or sound on track 2.

It is possible that until you finalize the disc, the only track that will play is the first one. Unfortunately, once you finalize the disc, you cannot record additional tracks to it. You can verify this by finalizing after recording the second track and seeing if they then both play. If that works, you can safely burn additional discs with confidence that they are burning correctly even if you cannot play each back after burning and must wait until finalization to test full burn.

My Dell E 1505 DVD RW drive seems to record ok, but to play direct from a CD or DVD results in garbled sound, and degraded picture. Does this sound like a driver problem, or a hardware issue? (Playbacks...

This sounds like your DVD/CD drive is going bad. If it was a driver issue you would probably get an error of "no disk in drive".
Try running diagnostics on your computer to seeif you have a hardware problem. You should have a CD that came with thecomputer that has "Diagnostics and Utilities" listed under contents.Boot form this CD and run the extended diagnostics.
If you don't have the CD you can go to www.support.dell.com andselect "Drivers and Downloads". Enter the "service tag" (serialnumber) of the computer. You can then download "Diagnostics" .
To boot from a CD disk, power on your computer and tap the key tobring you to the "One time boot menu". Insert the CD into the top CD/DVD driveand then select "Boot from CD/DVD" and hit key. Select the"Run the 32 Bit Dell Diagnostics.
If you have issues trying to boot form this CD or running the diagnostics then you CD/DVD drive needs to be replaced.
