You might need to reinstall your operating system. Since it wont boot there isn't much you can do.
The first thing I would do is put your pc diagnostics disc that came with your coputer into the drive and run a system diagnostic. It will most likely find the lost file and replace it.
If that wont work then you have to put your windows operating system disc into the conputer and go to your boot menu by hitting f8, f12, or f2 (depending on your pc) then you select boot from disc. This will wipe all the files on your computer which means you will have to reinstall everything. This sucks but its a guranteed fix as long as the reason your system wont boot is broken hardware.

go to control panel
network connections
locate your wireless connection and right click on it
left click properties
locate the tick box that says shown icon in taskbar and put a tick in the box
ok everything to return to desktop
your icon should now be in the system tray

if it is a laptop find the model of it the go to that site and look up driver downloads for that audio driver and version of windows and download and install, this applies to desktops as well.

Take out the battery and memory card, then reinstall them.

just you want to disassembly the cover and just to clean the display connector by using brush and a little of isopropalin and keep it for 5 minutes to dry then so assembly again and try it .
