I had similar problem with Acer Aspire 5100 running on Windows Vista Home Premium. The program crashes as soon as I open it.
I got it fixed by deleting and recreating the 'Pictures' folder (found on your Desktop> User folder -- along with the Videos, Documents, Download, and some other stuff under the user account).
Basically, just back up the Pictures folder and copy your saved photos elsewhere, delete the Pictures folder afterwards and then create a new 'Pictures folder' and paste the old picture files there.
It is a problem in you windows, get windows reinstalled make sure you have all the drivers, or get a registry fixing program like tune up utilitys 2009 works fine
