Ours started smelling too, and it seems that the plastic end on the roller brush was melting. In process of finding rollerbrush for it now
The brushroll may spin when looking at it but stops when pressure of the floor is applied. The belts stretch, so they look fine but are not. The smell - if it's a rubber smell - would also be the belt. Some, or most, brushrolls can get hair in the ends that could also cause a smell and belt problem.

Is the brush roll turning while on the carpet. If the belt is old, then it has stretched and will slip causing a rubber smell. But if it is an electrical smell, then your motor is failing and will need to be replaced.

Our Eureka Altima stopped working. We checked the belt,
which we had recently replaced and it is fine. The rollerbrush
won't turn and there is a burning smell and smoke (which prompted me to
open it up in the first place). Do we need to replace the
rollerbrush? Any ideas? We haven't had this vacuum for even
a year. Any help would be greatly appreciated.
