I have encountered the very same problem when I installed the game.
This game setup is not very updated/updatable :( .....none-the-less.......I am a Computer Tech + Avid Gamer...........Here' is what I suggest....
Fully UN-Install the game + RE-Install it and allow the setup to install the directX version that came with the cd.....My DirectX was an UPDATED version, as apposed to the 1 that came with the game. When I Re-Installed, I allowed SETUP to use the version on the CD and the game worked fine. ( It has continued to work, even after I Updated DirectX after the install).
IF THIS DOES NOT FIX THE PROBLEM.....Re-Install DirectX from the WEB

I just tried to download Prison tycoon 4 from best buy and it says there is an error (d3dx9_25.dll) and I have no clue what to do. I just spend 25 freaking dollars on this game and I'm so frustrated and pissed off right now since ive tried downloading this game like 5 times.

Install or Re-Install DirectX 9.0.c.....Download it from the net and RUN the WEB-INSTALL or IF YOU HAVE THE CD.....Re-Install the game from the CD using the FULL INSTALLATION option, this wiil install a compatible version of DirectX the game can deal with. You can always UPDATE DirectX after the install and the game will continue to function. Hope this Helps.
