Are you sure that you hooked the belt up correctly, as it sounds like you may have missed the tensioner pulley. As this will tighten the belt around the middle of the drum

this site has proper belt routing pictures for several brands maytag included might be helpful the only other thing i can think of the idler may be worn out or bent or drum may be tight not turning properly should turn freely with belt loose from inside dryer
should be able to push vanes and rotate drum easily

When you open the door you will see two philps head screws on each side. Two of the screws hold the door on. Remove the 4 screws and the front comes off.
check for continuity in the thermal fuse, also check heating element. make sure you have disconnected the power first. if this is a 220 volt machine make sure you are getting 220 to the machine. if one leg of the voltage has dropped out the motor will run but unit will not heat
