BIOS locked admin
power on lock, bitlocker ,locked.
hdd locked or encrypted (self encrypted drives)
WINDOWS only locked, (w10 login screen?)

RTM read the manual that hot key might work. RTM read the manual pages recovery
some PCs have no recovery images and tells you to make it your self day one new, so if not done that, the goose is cooked. (load w10 in it now)
gen4 PC is not junk.
some of these are TPM locked,
with the w8 OS (+secure boot +tpm)_
and TPM can not be breached if set..
