The 'smart chip', normally referred to as a SIM Card comes from your cellphone service provider. It may already be locked to a particular telco and you can normally tell that when it boots up, or it is mentioned in settings.

You need to change the battery, the machine may well show 97 percent but the battery will deplete overtime purely because of t the number of times they are recharged. This is particularly so on newer batteries.....such as li-ion cells. The method of depletion can be deceiving, showing high charge but one that cannot be retained.
Buy a battery, (ies,) from a reputable manufacturer.
At worst you will have a spare

If the battery does not get charge even after there is a good charger and a good battery then the motherboard is a suspect.

So unless the phone boots up the mother board seems to be the suspect. Seeking help from the authorized service /support centre is most ideal. Take estimate and decide.

Please try to check the SMS network configuration settings of your phone through your Service Provider. They need to reconfigure your account to activate this feature on the phone.
If this seems to be fine, then try the following:
1) Go to your outbox and cancel sending the message. It should have an X on it or something. 2) Take out your battery without turning it off first.
3) Remove your SIM card and put your battery back in.
4) Boot your phone back up without the SIM card.
5) After it boots all the way up, remove the battery again without turning your phone off.
6) Put your SIM card and battery back in and turn your phone back on.
7) Go to your outbox and delete your canceled message(dont try sending it again).

replace your battery.if that doesnt fix it,u'll need to contact a service center

Just covering the bases...
Make sure the lens cap is removed
Turn the ON/OFF switch to Favorite mode
Press EVF/LCD does it toggle
Look to see if the battery level ICON shows better then half
Battery combination sometimes will show a strong icon level
It may be strong in the other modes which draws less power then the picture taking mode.
My guess would be New Battery replacement.

Defective mechanism, a stucked mechanism is present. camcorder are smart it can detects error and shuts down itself for safety. earlier models dominoes the defect if the user is not quick enough to react when something goes wrong with the camera. You need professional service to fix it.
