Yes it does. It will have to be blowing inside so look in there. You will have to take the cover off.
Sometimes they stick and need a shot of WD 40 and then work
it back and forth a little until it wants to take off again. Keep me informed

I got delivery today for the same freezer and had the same question. I just called GE's customer service number (800-626-2005) and the agent told me that GE uses this button panel (which has the green on/off light switch, the two white switches, and the round control dial) for all or most of its freezers. But the buttons do not do anything on the 5 cubic foot chest freezer. They are not connected to anything and are non-active buttons. On other freezer models above this one, the two switches serve a purpose, but not the 5CF model. This is a simple, inexpensive freezer and it doesn't have bells and whistles--but it does have the same control panel as the multi-feature freezers. Hope that helps.
