Check your charging system! That sounds like low voltage starvation. If a weak battery has a heavy load on it, such as a wiper motor, the electromechanical relay may drop out or "buzz," which interrupts the circuit at high speed, stopping the wiper because there is insufficient current available. You could simply have dirty (or corroded) battery connections!
Does it have the rain sensor (behind the mirror). Sometimes the rain sensor module comes loose.
Otherwise probably the wiper motor, which has the park limit switch in it, needs to be replaced.
Make sure wiper arms are tight they are on a spline also where the wiper arm transmissin conects to the wiper motor therw is a nut that holds a z shaped bracket that losens up and oblongs the rectangular slot so the wipers stop with the least resistance.
My 98 suburban did the same thing (has intermittent wipers I assume) I had to replace the wiper motor. AutoZone had a rebuilt one for $50. ($279 at dealer for a new one)
Most likely this is caused by something binding or water getting inside the motor,either way it is tripping the thermal overload inside the wiper motor.
