If your LCD TV or monitor has stopped working, or is displaying one of the following symptoms, then it's a candidate for some new capacitors
- Flickering screen
- Screen image disappears after several seconds
- Dim screen
- Slow start
- Power LED on, but no picture
- Unusual colors and/or lines
The primary cause of LCD TV and monitor failure is caused by faulty capacitors. You can examine the capacitors in your LCD TV or monitor and actually see if they are bad.
If they appear bulged on top, then they need to be replaced.
New capacitors will solve a host of problems in LCD monitors and TV's and will extend the life of your monitor or TV by several years.
Take it to a repair shop.
if rebooting the monitor would do no good, try to get a spare monitor cable if the same flickering issue took effect. If it is so, then call your pc provider to repair your monitor..
screen is going bad which is why its flickering and has the lines across the screen. Theres a board behind the lcd and when that doesn't process the voltage properly it can cause the screen to flicker. White lines across the screen means the screen is going bad. At this point unless your monitor is under warranty, go ahead and replace it.
Try restarting the computer in Safe Mode and then check. In case it flickers in Safe Mode too, then the LCD screen might be damaged and you might need to replace it.

If you have another computer, try hooking to it and see if it flickers on it too.
If you hit Ctl-Alt-Delete and choose Task Manager, does the box flicker there?.
Adjust the monitor ratio in the Display Settings/Display/ Display Adapter Properties, Monitor Tab, see drop down (increase screen refresh ratio to higher number).
White screen is an indication of a faulty video board.
A blown fuse in the actual screen will cause the same effect but usually these do not reset on a fresh startup.
You can check the ribbon going from the video board to the back of the
screen to see if it is somehow working loose, but I think based on your
description that this isn't the problem.

Right-click anywhere on desktop->Properties->settings tab->advanced button->monitor tab->screen refresh rate drop down list..Chose the refresh rate at which the screen will not flicker(try em' one by one) If it doesn't work please post a comment and await reply before rating...
