This is a known problem with the camera that Canon seems to refuse to acknowledge. If you google you will find plenty on this issue, but there does not seem to be a specific fix.
Could be - I would take the scooter or battery to a car store and they will load check the battery - That is, they will cause the battery to do work, and measure the voltage. Measuring volts while the battery is at rest will indicate full voltage. That would be a flawed test.
Sometimes the battery can show up as full with a VOLTAGE but the CURRENT(Read Milli-AMPS) can be low in the cell. Normally when the load is applied it can shut down as there is no juice within to help with the requirement. It is best to replace or try a swap with battery to confirm this case without tampering any section.
You can check the status of your battery, including chargeble life remaining, in the Setup Menu. You need to have the CSM/Setup menu option to display Full menus, not Simple, in order to get battery status. So see if that battery status selection says you need to replace the battery.
Since you can shake the camera to get full battery, it's possible the battery contacts (on the battery or in the camera) are dirty, so check that.
If you do need a new battery, spend the few extra bucks to get a genuine Nikon EN-EL3e from a Nikon dealer. I have learned that many off-brand batteries do not properly implement a needed reserve, and "Genuine Nikon" batteries bought online from non-dealers are often counterfeit, just relabeled junk.
