A UPS, it is. with battery.
2 new batteries fit in side, or it is 1 battery model and tried 1 battery new and then the next?
so all this is about a beeper too loud.

well with the line cord remove

and battery out, find the sonic beeper and see that hole there.
stuff chewing bump in that hole. ends that.
remove it.
tape it
or stuff gum ./clay or even rtv caulk in the hole to make it more quiet or zero sounds.

they do not let you change the threshold of the battery low warning, if you do that that wrecks the battery if too deeply discharge, (its lead acid gell cell and $20 every time you wreck it)

APC lists the SURTA3000XL and SURTD3000XL on their regional web sites. In either case, the red X indicates an internal fault. If the unit is under warranty, contact APC for repair. Otherwise, replace the UPS. See page 15 (page 16 of the PDF) of the manual, available oon the product page: https://www.schneider-electric.com/en/product/SURTA3000XL_APC/apc-smart-ups-rt-3000va-120v/ . The current link to the manual is http://download.schneider-electric.com/files?p_enDocType=User+guide&p_File_Name=ASTE-6Z8LQA_R2_EN.pdf&p_Doc_Ref=APC_ASTE-6Z8LQA_EN .

Since the unit isn't charging, the charging circuit is either damaged or after the faulty wiring inside the unit. Unplug the UPS and do not try to use it. I wish that I had better news for you.

First cheack the supply if supply is present the then cheach the cable which is connected between power supply and the ups if this things are working properly then open the ups and then go to the power supply section by tracing the ip put from the power supply switch you will find the fuse over there
