9 times out of 10 its the battery ,, have them LOAD check it before you put it back in, Harleys take a ton of amps to turn over, everything else will work, but no go on starting. Also, once running, short trips will drain the battery fast,, My harley mechanic told me for each start I need 30 minutes of drive time to fully recharge the battery , One dead cell in the battery will cause this to worsen 10 times, make sure all connections are clean and tight

I would check to see if this is a relay problem for the horn. Remove the relay for the horn and see if you can swap it with another to confirm it is bad. If with another relay it doesn't stay on you no it was just a relay so go get a new one. The only other thing could be a security issue and when you discharged the power by unhooking battery the vehicle is acting like it has been broken into. But i would say it's a relay problem. Hello! Identify which fuse is blowing...also, does it blow as soon as it is installed or does it blow when you turn the key? Lastly your not referring to a fusible link but a maxi-fuse...ie...40; Correct?

Pull the SD card and it will start reliably. Incompatible SD card, get another.
