Hello mamaykyaw,
The steps below are for Windows XP.

Go to Start>Settings>Control Panel>Power Options(double click)
The Power Options Properties window will appear
Power Schemes. Ensure in the dropdown box it is set to Home/Office Desk. Set Turn Off Monitor to Never....Set Turn Off Hard Disks to Never.
Then go to the Advanced tab. In the two dropdown boxes at the bottom, ensure that When I press the power button on my computer is set to Shut Down
And When I press the sleep button on my computer is set to Stand By
Under the Hibernate tab, uncheck Enable Hibernation. Then click Apply then OK.

I Hope this helps you out. Have a nice day

You may have to access Safe Mode to make the changes I listed above. When you press the power button to bootup the PC, start tapping the F8 key. A screen labeled Advanced Boot Options will appear. Move the highlighted selector to Safe Mode and press enter. A gray box will appear telling you that Windows is currently operating in Safe Mode. Just click YES and the follow the steps I listed.

Here is the answer according to Hewlett-Packard: For flat panel displays.

And also turn off your screen saver:

Start>Control Panel>Screen Saver tab. In the drop down box select NONE then Apply then OK.

When I turn on the monitor, I get an error message: "Warning PC entering power saving mode", then it turns off.

Unplug your dekstop from the electricity then press and hold the power button on your desktop for couple minutes with out no power cable attached to it then let go of the power button then connect your desktop back to electrical outlet and press power button once that should give you display once it turns back on you can go into your power saving options and turn off power saver mode as its conflicting with your LCD sometimes this can occur if you have Norton antivirus installed
if after doing the power drain and still get same message then you can try using a different monitor if you have one for a test.
this issue is not with your monitor but with the PC has been stuck in sleep mode but the power drain should solve your problem.

Monitor displays "warning pc entering power saving mode

Hello
Sounds like to power settings were set too low. Restart the PC, before it gets to Windows press F8. This will send the PC into SAFE mode. You'll get a menu of which SAFE mode to select, just select SAFE mode with networking. Once in SAFE mode, go to START, Control Panel, Power Options. From there select new settings. Since this is a desktop, I would make the settings very long. Good luck

My monitor shuts down after one second.

Dell monitors automatically go into power-save mode after a preset amount of time when the computer is inactive. The Dell monitor will go completely black, instead of showing a screensaver. This doesn't mean that your Dell computermag-glass_10x10.gif has shut down. Instead, this allows your monitor to essentially turn off until it's needed again. You can change how long it is before the Dell monitor goes into power-save mode by changing your display settings.
  1. Step 1 Press any key on your keyboard or move your mouse. Either will turn off power-save mode. Alternately, you can press the power button on your Dell computer tower or laptop.
  2. Step 2 Press any key a second time if the monitor goes from power-save to stand-by mode. Stand-by mode allows the screensaver to appear.
  3. Step 3 Enter your user name and password into the login prompt if your computer requires a login. Press "Enter" to begin using your Dell computer.
  4. Step 4 Change the display settings on your Dell monitor to prevent your monitor from going into power-save mode prematurely. Right-click anywhere on your desktop and choose "Properties." Click the "Screensaver" tab and press "Power." Beside "Turn off Monitor," choose a time amount from the drop-down list and press "Apply."

Monitor automatically clicks into power saving mode

I have an LG W2261V, and an old Sharp LL-T19D1-H. The PC runs both just fine, and the PSU has plenty of power. Unfortunately the LG handles power save mode very differently, where the LG would not switch on after entering this mode unless reset (unplugged, PC rebooted, etc). Extremely frustrating, as the old Sharp never had any problems exiting its own power save mode. The LG would enter this mode based on the monitor power settings (in whatever power scheme you are using) in the screensaver tab in display properties. I fixed this by selecting "Never" for "the Turn off monitor" property. I guess this is a warning to those who may wish to buy a new LG monitor, but want to use a power scheme to turn off the monitor.
