Question about Dell OptiPlex GX260 PC Desktop
When I insert the power cable(wall to PC), it will boot and run, other wise it can not boot and load the OS . For some reason , the power switch confuses me.
That is how it's supposed to work, when you plug it in it works, when you unplug it, it will not work.....

You should see a set of four lights on the back of the computer. They are dianostic lights that can give you a better idea of what's going on with the computer. Press the power button and look at how these lights are displayed. Here is a link to the errors assiociated with each light code: http://mss.net/Links/DellDocs/OptiGX260/UserGuide/solvprob.htm#1167139

Are you saying that it will only start by plugging in the power cable not when you use the start button on the front?
Thanks Leo, I wanted that clarified too
I think you mean that if the unit is sitting powered off with the power cable plugged in, it will take unplugging it and plugging it back in to start the system. This could be a problem with the power supply or the motherboard. Ensure your BIOS is set all to default settings and see if this happens after that.
