I suggest buying, and installing one of the newer economical graphics (Video) cards, and do away with this problem.

Uses AGP graphics cards that are AGP 4X, or AGP 8X, and use 1.5 Volts. (DC)

Maybe iTunes don't want your burning their music. I'm not sure cuz I don't use Itunes, but if it works on others that sounds like it might be the problem.

Here I found the below on Apple's site.

Symptoms Find out what to do if you can't burn an audio CD using iTunes for Windows. Sometimes an audio disc may not burn as expected. Here are some things to check.
Resolution Update iTunes Download and install the latest version of iTunes for Windows.
Songs not authorized iTunes will stop burning a disc if one or more of the songs in a playlist were purchased from the iTunes Store but are not authorized to play on this computer. This message appears:
"Some of the files can not be burned to an audio CD. Do you still want to burn the remainder of this playlist? For more information on why some files can not be burned, click below".

There's more so click the link below and see why you can't burn your cd.

You need to download co-decs for your media player and you can fix it.
Go to codecs.com/download/K_lite_codec_pack.htm ">http://www.free-codecs.com/download/K_lite_codec_pack.htm and click on "Download K-Lite Codec Pack." When you are taken to the download page, select "K-Lite Codec Pack 5.5.4 FULL" and download the associated file. 2 Install the Codec pack to your local hard drive. Make sure to select "full installation." You may be prompted to restart your computer when the installation is complete. 3 Run your normal media player; attempt to play the video file suffering from missing sound. If the Codec pack installed correctly and you are using a supported media player, the sound should now function properly.
Thanks. Have a great day.

the optplex 620 doesn't meet the windows 7 requirements but would run as you have found. your options would be to add newer pci soundcard
or try the windows 7 or vista, driver from http://www.radarsync.com/drivers/id282355/soundmax_integrated_digital_hd_audio_driver_for_Windows_7_x64

Here's the service manual, but it appears no front panel wiring diagram is available. You need to look at each item individually and see how it connects with this one -

How to Defrag a Dell Computer
1. Open the My Computer window. To do this on a Dell computer, click on the "Start" button at the bottom of the screen. Then, click "My Computer".
2. Choose the hard disk drive that you want to defrag. Locate the section entitled "Hard Disk Drives." In this section is a list of hard drives on the computer. For most Dell computers, the hard disk drive you will want to defrag is Local Disk (C:).
3. Right-click on the hard disk drive you want to defrag on the Dell computer. If you want to defrag your C: drive, then right-click on "Local Disk (C:)". A menu bar will appear.
4. Click on "Properties." "Properties" is the last option on the menu bar. This opens the Local Disk (C:) Properties window.
5. Click the "Tools" tab. The Tools tab is the second tab in the Local Disk (C:) Properties window. The tabs are located on the top of the window.
6. Click the "Defragment Now" button. The "Defragment Now" button is in the Defragmentation section of the window. This opens the Disk Defragmenter window.
7. Click to select the disk drive you want to defrag on a Dell computer and then click "Defragment." For most Dell computers, this will be (C:). After you click "Defragment," the Dell computer will first analyze the disk drive you selected and then beginning defragging the Dell computer.
8. Wait for the "Defragmentation is Complete" message. If you have not defragged a Dell computer in a long time, then the defragging process might take a while, even as long as an hour for very fragmented Dell computers. Allow the Dell computer to run the defrag until the process is completed. You will know that the Dell computer has completed the defrag process when the "Defragmentation is Complete" message appears.
9. View the defrag report and then close the window. If you want to view the defrag report, click "View Report." Otherwise, click "Close" to close the window.
