the charge imdicator is suppose to blink when you plug the toy to the wall adaptor. if it doesnt blink then there's something wrong with either the adaptor, the adaptor port on the toy or the rechargeable power packs. now i said that the light is suppose to blink. but the frequency of the blinks shouldnt be fast. if that's the case clean the compartments and re-insert the batteries. if you are still having problems try the ff T/S:
1)remove the power packs, plug the toy to adaptor and turn it on. if it turns on that means your adaptor is working. 2)remove the adaptor and try using just the power packs. 3)try using 4aa batteries.
if the toy turns on with only one of the power sources stated above you better call vtech hotline.
Had same problem with blinking lights and not charging.
Plug charger base in (blinking lights), remove controllers, and plug USB cable into front charge slot (behind hinged panel). This reset charger base and lights stopped blinking. As FYI - the USB was connected to other device (charging it). Add the controllers and correct charging lights show up - including the controller 1 and 2 symbols. Controllers now charging.
From your description, you'd better try anther power plug board as it seems the current one can't made good connection. Else you can try this cheap universal laptop AC adapter
sounds like a dead battery. Plug the origional charger into it and the front led (below the flash) should flash red. If the red led in the back of the camera flashes or stays lit, then you have the wrong charger plugged in. (the camera won't power up if the back red/green led is on when plugged in)
if your laptop not charging better change the ac adaptor to charge but if your laptop not booting but the charger charge the the laptop the problem is you motherboard just try to reset you CMOS then try to boot again
