The timing is fixed and determined by the position of flywheel on the crankshaft. If your timing is off, most likely the key holding the flywheel to the crankshaft has sheared. Remove the flywheel, inspect the key and replace if needed; reinstall the flywheel.
Not sure it can be reset except by replacing a woodruff key. What makes you think timing is off? Usually if hard to start the valves are not set properly.

The engine timing is set by a flywheel key. Remove cover and flywheel and check the key and keyway for damage. If damaged replace
