It IS expired, but new in package, never opened.
The dates are on the package for a reason. The ink dries out or changes viscosity over time and will likely clog the printhead.
My advice is not to stock up on cartridges because of this problem.
If you look online, you can find replacement chips or instructions on how to reset the chip on the cartridge.

HP does not specify what that error means. It says to contact HP Support. If the unit is in warranty, Hp will repair it, free of charge.

make sure the contacts on the print cartridge and the carriage area where they go are clean. if cleaning the contacts doesn't help then the carriage and/or trailing cable will need replaced.

Service Station error. Switch the power OFF from the back of the Printer and disconnect the power cord. Check the Primer Tubes. Reconnect the power cord and power On the Printer. Make sure that the Service Station path is clear. Remove any visible obstacles (e.g. screws, plastic parts, etc...) restricting the movement of the Service Station. If the System Error continues, replace the Service Station. If the System Error continues, replace the PrintMech PCA
