Hi,
Appreciate the direct "Ask Me".
A couple of ideas:
Please open "regedit":
Incidentally, there is Microsoft KB about disabled/disabling USB here.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
Good luck and kind regards. Thank you for using FixYa.

sounds like you are using the wrong power supply. Check the amp output on the power plug you plug into the wall make sure its the same as the amp input of your external harddrive

Well if you are still inside the warranty period, you can claim for a replacement. Also check the drive with other PCs. Reply if you need more assistance
SOURCE: How to format WD Passport 1TB to FAT32
Plug the drive into your PC.
Right Click on My Computer (or Computer in Vista/Windows 7) and select Manage.
Click on Disk Management.
Right Click the Volume in question and select Format. Select FAT32 in the options.
SOURCE: Can't turn off Hard Drive
The error means that you are using a file on the external hard drive and that it can not close that file when it is use. You have to close the program that is using the file first.
Example:
Lets go on the assumption that you have your music collection on the external. If you still have your music player running when you try to disconnect, you will be greeting with the same error message.
If the external contains any files that your Operating System uses, you will get this message anytime the computer is on. An example of this can be your "Page File".
Shutting the computer down correctly is your safest bet until you find exactly what file is being used and what program is using it. During shut down, the computer closes any running programs. With no programs running, it will safely disconnect from the external HD because there will be no files in use.
If you manually disconnect it while the file is in use, you could very easily corrupt the file and make it unusable. This is comparable to an Operating System getting corrupted from a computer not being shut down correctly (pulling the power from wall without doing a shut down).
Hope this helps.

No PC told no OS told. ouch.
you copied the boot drive to the new? WD1tb drive. well that may of only copied some partitions.
learn to use windows (is it w10?) and
go to disk manager first.
then see Disk 0 and disk 1,
disk 0 may be boot drive
and Disk1 is external HDD, 1.TB is it?
does it show as 1TB there? it must.
if not use device manager next, again in windows10, and see if the drivers for the external HDD is there, and OKAY.
A new PC with w10 will not work with say
any 10 or 15 year old external HDD
that external drive is the huge 3.5" drive
and must have its original power pack plugged into the external drive or nothing but bad will happen, lost data for sure.
my guess this HDD is 2020 model.if yes good.
I went to do it again, means copy all of C:
to ext E:? that? (again)
the software you run varies by age of software versions and modes used.
the best software asks.
keep old partitions sizes or make the larger to fit new drive.
I use AOMEI partiting tools only. so IDK Paragon ways.
mine shows if size are wrong.
it shows unassigned space to make up extra space, so format the unassigned space to NTFS.
other problems.?
you never said w10 but over 90 percent us that is if it's windows. now. 7% for window 7
paragon must be w10 certified
that means upgraded. is it ? if need be?
also if PC (not told) is GPT + UEFI secure boot enabled.>?
that too is big problem doing copies.
UEFI secure boot. needs special software to copy it,
my boot drive has 5 partitions,
is default with pure w10 fresh installed.
I'd have to see your boot drive full partition setup to wax smarter.
good luck doing C: to Ext,BU/
