It is probably associated with some interior group, such as glove box or something. Usually something else will not work when the lighter blows. If its still working..plug in something with a light..then one by one pull an interior item fuse...youll soon know.
i have a 2003 ford zx2.the cigarrette lighter does work.i looked at the duse box to see where it is located and its not there.everything is listed except for the cigarette lighter which is why i cant loctae where that fuse is.

car batteries **** when you do that because it erases everything like you said,,,before you take your battery out go to the nearest car store like auto zone,,advanced auto,,etc ask them for the 9 volt battery plug in for the memory of your radio....it plugs in to your ciggarett lighter....to answer your question i worked at a dealership and its a dealership problem
Get a test light and since your down at the fuse box and car is new to you check them all and replace all bad ones. its faster that way and you will have a peace of mind.

possibly a spike through the ciggarette lighter plug, try putting slightly larger fuse in ( 4 or 5 amp )
temporarily and see if it blows the slightlty larger fuse. if it does it's more likely to be something wrong with the ciggarette lighter socket if it doesn't blow the fuse it's more likely to be the power supply. Ebay for another one perhaps ??
