any 18-20 volt laptop charger should work only need correct power plug and that can be easily changed if necessary with soldering iron and volt meter. using old charger plug as replacement. volt meter is used to check out correct polarity of plug before and after you re solder plug on.generally outside is -ve and center is +ve ,alternatively go to ebay or google and type in Sony Vaio PCG 7Q1M charger,or type in part number ,or try 18-20v laptop charger, that is what I do when I need a replacement charger, cost around $10 delivered usually.

your fan will always work as long as laptop is on it just needs to be cleaned off from dust around the coolent fan so it can breath in back of fan the more dust builds the more louder the fan gets.and the more you laptop will shot down for no reason because its not geting enough of air to cool off motherboard.
This over heating issue is a common issue for this model of VAIO Computer. You will get a free service or replacement of parts(Battery) from the Sony Service Center. For more information please follow the link below.
Battery Replacement
Hope this will help you. All the best.
when disassembling the notebook: after you remove the metal cover under the keyboard, you'll see three areas covered with black thermal tape. peel back the thermal tape and you should see tightly packed dust buildups in those areas. use a q-tip and vacuum if you can or air duster. be sure to clean the fans as well as the heatsink assembly.
once that is done, your noise level should be reduced by about 60-70%.
if you're still running hot, consider cleaning the old thermal grease off your processor and reapplying a new layer.
You could have a faulty fan and/or dust clogging the fan and heat-sink assemble. This is the most likely cause of the laptop shutting down. When the CPU overheats it goes into thermal shutdown and if this problem is not fixed, eventually the CPU will fail.
Check the fan to see it it spins freely and check if the fan works when the laptop is powered up.
If the fan and heat-sink is ok, then to give the laptop addition cooling then purchase a laptop cooling pad and place the laptop in this pad (These pads have cooling fans and helps cool the laptop).
Fan on this model may start and stop spontaneously. This is normal. Although if VAIO is overheating this would be good idea to contact Vaio tech support.
