You will want to try to put the device into recovery mode and perform a restore. You can follow Apple troubleshooting article HT1808 to walk you through putting the device into recovery mode. NOTE: Check for any backups before you put device into recovery mode as you will not be able to backup once it is in recovery mode. If the device has been jailbroken and recovery mode does not fix the issue the hardware has been damaged by corruption and should be replaced.
