36 is equal to 36000 btu. To find the ton divide by 12000 btu. 12000 BTU is a ton of refrigeration. This is a 3 ton unit.

Wiring diagram RUUD UAPA-036JAZ

the condensor gets 240 volts a-c and 24 volts a-c to control contactor. pretty straight forward on this 3 ton unit. the 240 volts comes off breaker box and the 24 volts comes off thermostat and common of transformer.

RUUD uaka-036jaz not cooling, outside fan does not turn on but air handler (in attic) runs and circulates hot air - how to fix and/or reset?

Check your disconnect or breaker that is located close to the outside unit. Next you need to check the contactor in the outside unit. Set the thermostat to make the air come on then check the contactor. It should be pulled in closing the contacts. If it isn't the problem could be the contactor or thermostat. Next check the voltage on the load side with it pulled in. If that's good then check the capacitor. If it looks swollen, it's bad. You can also use a multimeter with the capacitor check function to do this. Let me know what you find.

My ruud upka-036jaz keeps freezing

First off check your air filters and make sure the indoor fan is running. If there is not enough air flow over the coil it will cause this. If those are OK you may have a low refrigerant charge.
