by out of box state I assume that all the existing programs on it you want removed
there are at least 2 ways to do this
go to control panel, click on installed programs , click and high light all those programs you do not want and uninstall one at a time
the other way is to click on computer , click on c drive , click on drive manager click on format c drive and that will clean the hard drive of all os programs
AS this will also remove the boot system for restarting the computer I suggest strongly that you talk to an IT geek shop and have them do what you want as they will be able to enter bios and boot from a disk that they have to put an os system back on the hard drive
at this point win 7 is preferred as win 10 is having problems and you will probably have to buy the win 7 system

Before you do this understand it will delete everything currently on your drive ! so save important files if you can !!

try holding the"Alt" key and the "F10" key when the computer is booting up. This should give you the option to restore to factory settings.

You require either a rescue disk, made by that machine or a new Vista OS disc.
Running XP will not work as there are no specific drivers for the mother board because XP doesn't support a machine that is so new comparatively speaking.

About the only thing to try is to find another person with the same PC.

Remove the disk-drive from your computer.
Remove the disk-drive from the other computer,
and install your disk-drive.

Run the Restore Disks on that computer,
which will restore to _YOUR_ disk-drive.

When complete, remove the disk-drive, and reinstall it in your computer.
It should boot, and run properly.

Could it be your CD-ROM drive that is intermittently failing?

Use a program to write zeros to the drive, and then install your O/S. The manufacturer of your HDD provides the software to writes zeros to your drive

sounds like windows are possible hard drive problem
