My battery was low yesterday, so I turned off my cell phone. Even though the power was off, my phone still rang on 2 separate occasions. Is this actually possible?

If your phone is STUCK in Safe Mode though and restarting it or pulling the battery doesn't seem to help at all then it could be a hardware issue like a problematic volume key (key might be stuck)
Take out the battery for 5 to 10 seconds this solves a majority of issues. If it does not help you need to contact your provider to have them manually check the settings for your phone. These are local specific to your provider and where you live. Shouldnt take them more than a few minutes to correct it.
Rechargeable batteries eventually won't work after being charged and discharged many times.
You can purchase a replacement battery for your phone at a local electronics store or online. (alot of ebay sellers will have replacements).
