check if this problem continues in safe mode.. To go to safe mode press F8 before u see the XP splash or boot screen.... If problem is not seen in safe mode go a head and boot to normal mode and reinstal the Video drivers and also update the BIOS from the vendors[Toshiba] site.... even if still problem continues reseat the video cables of the laptop by using the service or user manul k....

Press F12 while booting

Put Your Restore Cd Or OS Cd in and press and hold F8 to choose to boot to cdrom.. then Repair your OS Start up...

Or try pressing F10 on boot up to go into built-in restore options
