NOTE: This
is a multi-solution answer since I don't have all the tech from your question to pinpoint your problem
But the solution is in here generically, if you read and study the solutions very, very carefully.

Sounds like the cold control has stuck . Unplug the two wires from the cold control and plug them together. Turn one wire over and plug it into the other. away from the cold control.
The cold control is the knob in the ref that turns it on and off and has numbers on it. (Thermostat)
If it runs then that cold control (Thernostat) is the problem.
If that doesn't work DO THIS:
The relay on the compressor may need replaced
A relay starts the compressor with a higher voltage and then quickly kicks out
Thats what is happening with yours
Its best for a tech to replace The relay but you can do it
Take your model number to your Local Appliance parts store they will have a diagram
showing you how to install the relay. Its called a hard start relay
also try hooking the two wires together on the cold control to route around the cold control.

Outside unit will only run for a short amount of time with A/C before the fan stops turning and starts humming, squealing/screeching and the top of the outside unit gets hot.

The bearings are bad in the motor and after the fan runs enough it eventually gets hot, making the bearing screech and the fan locks up. Need to replace motor again. See if it has a warranty. The reason it gets hot is because the fan is what removes the heat from the coil and if the fan isn't running there is nothing to cool it off so to speak.

My dehumidier blows very hot air while working. Makes it hotter than it was before starting. Like a furnace.

It is normal for a dehumidifier to discharge warm air. A dehumidifier is really an air conditioner - a fan blows humid room air across a cold fin coil that causes the moisture to condense on it and drip into a container - thus cooling AND dehumidifying the air. The cool air is blown over the warm coil and discharged out the back. A dehumidifier WILL normally increase the temperature of the room it is in.
You can do the same thing with sitting an A/C unit on a stool in a room. Room air will be drawn in, cold air will come out the front, hot air out the back and water will drip on the floor. And, the room will get hotter, due to what is called "heat of compression" even though you're running an A/C unit.

Carrier air conditioner isn't cooling the house. It is blowing air, but it doesn't seem to be cool air.

Check the outdoor unit to see if it is discharging hot air out of the top ofd the unit, check the insulated suction line to make sure it is cold or sweating. Try to listen to the outdoor fan and the compressor to make sure they are both operating

The ac is a window unit its blowing air out strongly but the air coming out is not cold

Make sure the condenser fan is running. That is the one that blows hot air outside. Also see if you can tell if the compressor is running. There is a discharge line and a suction line on the compressor. The suction line should feel cold and the discharge line will be very hot. If the condenser fan and compressor are both running then you may need to get the refrigerant charge checked.

MY unit is not cooling. fan in not turning, top

It sounds as though your outside motor has failed. If you have a long shafted screwdriver, you can attempt to spin the motor to see if the motor has seized up. Caution should be used as the motor may start if the unit is calling for cooling when you attempt this. If you can manually start the motor, then chances are the capacitor has failed.

Check it out and replace the motor if need be. That should get you back up and running.

Goodman A/C won't cool

Fan motor or capacitor has gone out. Running the unit with the motor not running can cause damage to your compressor

Discharge air is HOT!! - not cool

A Dehumidifier will not cool your basement, just make it seem cooler at the same temp. Your dehumidifier may be undersized even for that purpose.

You need an AC outlet of a central AC in your basement, or a window unit if there are windows.

Warm air at discharge is normal.

Carrier Air Conditioner, cool air then runs luke warm air

Have you checked the freon level in this unit? If you are low or there is a leak it could be the problem. Hope this helps.
